This paper seeks to address stabilization and performance issues further beyond, by studying the optimal tracking performance of MIMO LTI systems over noisy, power-constrained AWN channels, together with the allocation of power to individual channels to achieve the optimal tracking. We first attempt to find necessary and sufficient condition for a general MIMO LTI plant to be stabilizable over a parallel AWN channel.
