Thus, the starting point, common to all contributors, is the likelihood of significant variation in the delivery and implementation of urban policy, its unevenness, whatever the stated objectives of national government. In particular, this perspective, a need to acknowledge contingent relations, layers of local, or sub-national, political and institutional autonomy, seems self-evident given the very different socio-economic and political histories of the UDC localities, legacies which have been fundamental in shaping the precise configuration of (local) policy content and implementation.
